They are drawn. The artist can claim they are what ever age they want. If they are drawn to look younger than their age, Emi is a prime example of this and Hanako is as well, then they are considered loli and thus violate the rules of NSFW.

That pretty much depends on one's definition of under 18......

Asian girls can look pretty young, with some being 4 feet tall, extremely slim, flat chested, shaved, etc.

I get where you're coming from, but I also think that one couldn't 100% identify age tell age by looking at body.
