You can't even get them without cheating or hacking... but yet, you can't trade hacked Pokemon on the GTS.

So they can level it up themselves, pokemon get higher level if you train them yourself
Some are trying to clone pokemon they have, which they use the GTS for. But you can't have anyone take what you're cloning or else it can't work, so you put up an impossible trade so no one can take it while you're trying. Otherwise, I would guess stupidity for the "I'LL GIVE YOU A LVL 10 BIDOOF FOR A LEGENDARY"

Blank slate of Effort Values.
+1 stat point for every 4 EVs obtained. Up to 255 EVs allowed. The lower the level, the less EV they already have, so they can be trained to spike in a desired stat.

No two Lv100 Pokémon of the same because of EVs earned from KO'ing certain Pokémon. This is also why a Pokémon brought up to Lv100 with Rare Candies is weaker than one that was brought up legitimately back in the days of Red/Blue. This was 'fixed' in Pokémon Black/White because stat points earned from EVs update in the background in real time and not only when you level up.
