See, the 'she' in the song is indeed wearing apple-bottom jeans, and boots with fur. However, after describing her leg- and foot-wear, the lyrics progress to a description of how the whole club was looking at her and emphasizes just how 'low' she got. Only then does the description of 'Them baggy sweat pants And the Reebok's with the straps (with the straps)' occur. Though this is enigmatic at first, it is followed by this line: 'She turned around and gave that big booty a smack (hey)' Now, no other characters have been introduced, so we have two options- the 'big booty' belongs to a probably male character, wearing Reeboks and sweatpants, or more likely, it is her own big booty that she is smacking! How lewd! However in the second option, we are justified in our assumption that the arrival of the Reeboks and sweatpants is the cause of her self-abuse and how low she proceeds to get. She had already 'hit the floor' and 'got low' on her own, so the purpose of this second verse is to develop a further reason for her to 'get low.' With that in mind, and reminding ourselves that it is highly unlikely that she is conducting a wardrobe change whilst 'on the floor,' the most likely situation is that a male wearing the Reeboks and sweatpants saw the dancing skills of the protagonist, went to dance with her, and was rewarded by further 'getting low.' This is the clearest I can make of it, and though it is indeed a vague verse, it is highly unlikely that Mr. Flo-Rida is describing a four-legged mutant dancer. Hope this helps!

but consider the following. perhaps the occasion is being veiwed from a third party, or from the perspective of the rest of said club. as said when she is "as hot as a toaster, sorry but i had to fold her" referring to how low she could also get. this whole occasion being veiwed in not a dance club, but a gentleman's club. perhaps these different style of clothes were because of her ability to get low (get low) and hit the floo (hit the floo) as said shawty was getting low low low low low low. such agility in a woman could possibly mean she had more than one routine
