I've heard that it's due to a Japanese obsession with American things. In the same way that some of us may think that the Japanese kanji writing looks cool or Japanese bands are cool, a lot of Japanese youth think that American things are really cool. They even wear shirts with random English words printed on them just because. The reason this applies to anime is that they sort of model the anime characters off of Americans. To them Caucasians have huge eyes which is exaggerated in the anime. Also a lot of anime girls have humongous boobs which is not stereo-typically correct for Japanese women. And if you watch hentai or read doujin you would also notice that the guys always have very large genitalia.

The reason Japanese cartoons have large eyes is all because of this mother fucker.
A long time ago before anime was a thing and when cartoons were big, Osamu Tezuka, a manga artist was a big fan of Disney characters and cartoons, specifically Scrooge McDuck.
Well he like style so much that he started incorporating many aspects of western cartoons in his work, most noticeably the large eyes.
His most famous work that started using larger eyes, now famous for being anime eyes, was Astro Boy, one of the first animes. Because of the popularity of his works it caught on with other artists and soon became a standard in cartooning, and as such more and more manga and anime starting using and perfecting larger eyes.
So in a way, anime looks the way it does because how western cartoons look.
