Ok, GIMP is just a wannabe Photoshop and Blender, After Effects and Flash aren't even the same cathegory of software (added to which that the latter two are also produced by Adobe and often packaged together with Photoshop).
For commonly used image editing software that don't have it, there's Paint.Net, Paint Tool SAI, Picaza, Paintshop Pro and countless others.

All the programs I listed are very widely used and specialize in different types of images, for example Blender is primarily 3D whereas Flash is used for vexel and cartoon graphics. GIMP is only modeled after Photoshop because the latter defined the industry; GIMP is damn good at what it does and it's open source to boot.
As for those programs you listed, from what I've seen SAI does in fact have quality settings. Painshop Pro has compression levels, which is essentially the same feature inverted. As for those other two, I must have the wrong link because Paint.net appears to be a website about studio paint, and Picasa is pretty much instagram for the PC so I don't doubt it's light on features.

Paint.Net is the name of the software, the reason for the suffix is because it's part of the Microsoft .NET framework, it's actually downloaded at getpaint.net
Well I don't want to rub it in your face, and it's not like I'm suddenly right in the end. I was always right :) hue hue hue anyway to be honest I've got to hand it to you, admitting defeat is not something I am usually able to do. When someone else does it I'm obligated to give them some respect, being a better man and all. Although not necessarily the correct man!
