Improve the education system, repeal no child left behind, remove tenure from teachers except the ones who are exceptionally good, place blame on the child not the teacher, loosen the laws for child abuse so parents can discipline their children properly and finally re-design the Department of Children and families (or your states equivalent) to do more rehabilitating families rather than removing children because they do way more harm than good in most cases under the current system.

Some parents can't be rehabilitated, you have to look into that. I work in the court system and with the evidence presented in some of the case I've seen, the parents don't need the kids back and don't want to change. You can't force rehabilitation on someone, they have to want to change. Any child welfare organization should remove a child if it's obvious they're in an abusive home and in danger.

I agree with a lot of your other statement. The last part is the only thing that won't work as much as we would like it to.

In some cases I could understand removing the child, like what you were saying where the child is in danger/being neglected/parents don't care. But I've seen some cases where the child is skipping school, doing drugs or something along those lines because they're out of control, and then DCF takes them away and the parents are suddenly bad people in the eyes of the law.

Yeah, I've heard of that kind of thing and yes rehabilitation could work there but it should be an option and not the only course.

Yeah, I wasn't sure 'cause too many people want it to be the only course. We see it in prisons all the time.
