He's referring to Evangeline from Mahou Sensei Negima.
It's a manga about a 10-year old magician who must teach a class of 31 muggle girls in Japan. Though, several of them turn out to not be muggles.

Yes and no. The first anime followed the plot of the manga, but they were being cancelled so they had to end it abruptly and rather poorly. That one is called "Mahou Sensei Negima!".

A second anime based on the manga, but with an original story, was made. That one is called "Negima!?".

The manga, however, is the complete and definitive version of it all.
