While I agree that yes, it is messed up, the dot is also magnified so we can even see it. Not saying that that is any justification for the terrible wrong-doings of a tiny percentage of the population.

You can't look at 1 out of 8 billion. According to the law of large numbers, there will always be someone to do that crazy thing no matter how many obstacles you put in their way. All you can do is reduce its rate of its occurrence. Just don't impact the rights of 8 billion to try to prevent the rarest crime.
