It's called sandwich board justice if anyone cares.
There have been a few cases where... odd judges... have have criminals do stuff like this for their punishment.

for example. Some could argue it's cruel and unusual punishment but the form of punishment has been upheld in appeals. But it's not exactly unusual since public humiliation has been a form punishment since the dark ages, probably even further back...
