It's because WaW is not the first game in the Black Ops series.
If it were, there would be more continuity between the two, rather than a few characters.

I like that, and it proves how CoD fans are easily entertained. WWII Reznov was seen as just another Russian soldier, but in Black Ops he was seen as something much greater: a fucking savior. Leave it to Treyarch to make a good game for once, then fuck up the series's multiplayer in the most recent game. I like the WaW multiplayer, if it wasn't for all the damn modders.

WW2 Reznov was an quite inspirational figure, he was just given more prominence to story in BO, whereas Petrenko got the spotlight in WaW. He rallied men around himself and Petrenko by making Petrenko out to be the savior. In fact, I'm pretty sure somewhere in BO he tells you about how he was inspired by Petrenko to be the leader he is.

Yes, but that doesn't mean that WaW was a prequel, it just means that they take place in the same universe, Star Wars KotOR uses characters that are then mentioned in other Star Wars media, does that mean that they are all direct sequels? no.
WaW was a game simulating many of the battles of WW2, BO and BO2 are both games that have fictional characters and occurences.
You can't say WaW is a direct sequel because he is in both.
Because Treyarch themselves have said, "WaW and the Black Ops games are separate"

I never said it was the same story arc, I said same universe.
Iron man and Hulk are in the same universe and have many characters that interact, but one is not a sequel to another.
Yes, characters carry over, but it is not a direct sequel as the game does not carry over directly.
If it was a direct sequel then it would focus on the same main character, the same antagonist or the same story.
Modern warfare 2 is a direct sequel to Modern Warfare, because it is the same characters, same bad guy, and the same story.
WaW has one main character in common, different enemies and a different story than Black Ops.
It is sequel, but not a direct one, it is partial, as only half the main characters are even mentioned.

Dragovich was not part of any plot point in WaW, the only thing he did was not send reinforcements at the very end of the game, not very big.
SW ep 4 does have the same main characters

WaW made quick mention of one of the antagonists and features 2/6 "Main characters"
As I said, it is a sequel, but not a direct one.
If it turned out Mason was the son of Miller from WaW, I would see it as more of a direct sequel, but as it stands, half the story from WaW is irrelevant to BO, and therefore, it is not a direct sequel.
