Depends on where you are in Canada. While Canada is more so populated further than south than most of Russia's population, Canada goes all the way up to the arctic circle, almost to the north pole. To answer your question, yes there are people who live there, mostly Inuits or people who travel there for work. So while there is obviously less population there, there are parts of Canada that are worse than Russia.

I woke up to my window being frozen shut due to the fact that overnight the temp went down to -31c with a -42c wind chill.
I wish i was joking when i say i threw hot water out the window and snow fell to the ground below.

This morning I woke up and my sink was frozen, and I made the decision to never move to Canada, because they probably have on the off chance that there sink ISN'T frozen from every time to time.

yep it was - 35 with windchill here in toronto today, and i spent 9 hours of it outside working
