It's a tool to simplify the installation of Windows, particularly useful on Macs that do not have an optical drive.

It's not OS we're talking about here. I like the Mac OS just fine. It's reasonable and has a pretty cool user interface.

We're talking about the hardware compared to the price. The specs given to the Mac compared to how much you could buy those same specs on a PC
