I'm guessing that Celestia's powers came from Love and Friendship, she lost her love with her sister, hence rendering her less powerful. And through time, her friends probably died. Therefore since Love > Friendship > Nothing in terms of Magic, we can assume that Celestia can no longer use the elements of harmony, therefore needs Twilight.
