The reason why old Roman statues don't have arms is because after the fall of Roman empire multiple people came in and stole the statues. Their limbs were cut off to make it easier to carry.

No one can really say why Venus doesn't have any arms.
Most of the time when the statues were being made, and depending what material, their arms would often snap off or be very fragile.
Same could be said for Venus, who might have been damaged in a battle. She was found in several pieces to start with, but her arms were not to be found.
