The problem with banning guns is that they still exist. If 99.9 percent of people give up their guns they are still the 0.1 percent that still have them, and they have all the power. They could go on a rampage and no one would be able to stop them. The 99.9 percent become completely vulnerable. As long as guns exist you can never ban them without leaving yourself and others vulnerable to those with them.

Here in the US the police aren't legally obligated to protect you according to the Warren v. District of Columbia case.
