There will always be AI though, and Halsey can at least make a "Smart" AI half of what Cortana was.

Don't be daft. 343i don't have the balls to kill of Cortana. When the entire plot of the enemies in the game was about turning humans into A.I. and most of the enemies were A.I. and they fought you by shooting you with guns that disintegrated you and turned you into an A.I. and the last mission is spent fighting on a massive ship built to turn people into A.I. then it's really not all that hard to imagine that 343i will be pulling something from their arses and bringing her back, probably as an antagonist.

Also, there are allusions to the fact that she may be going to become human because of the Constructor being able to turn A.I. that were created from humans back into bio-matter (though never successfully) and that whole thing where she talks about never seeing the sun, just knowing what it is.

Let's face it, chances are she's not dead.

AI's can be replicated, while it will be Cortana, it won't have all of the memories, and will be suited differently depending on the adversities at hand.
