And then he gets fired and his license taken away for revealing a student's grades
A lot of variables. In fact, most likely not. Most colleges will absolve a students privacy through some forms int he application process. This way their faculty can talk about pretty much whatever they want, including grades. My high school even posted grades on public boards using out student IDs, which everyone knew each others. And they are bound by the educational laws unconditionally. Furthermore, he didn't post anything about his grades, he didn't reveal shit. The general term "failed" his exams is not indicative of an actual grade, and I'm pretty sure the kid isn't so stupid as to get a <60%. And even furthermore, who said he even took those two exams yet? For all we know he could be talking about the future based on the kid being a stupid jackass?
Too many variables to be sure here.

or we could just asume he made an assumption about this due to how the student has been acting so far and probably will keep acting thus making it so this is the grade he has to give him, my name has been deadnanners, thank you for wasting your time readins this <3
If a teacher's good, and the school can't find another teacher on the subject, he does pretty much as he pleases. A teacher of mine told me about when he was to college, his teacher would each time pik the ones he knew didn't know the answer and didn't do their homework at all times, and he would drill the real hard. One of the students complained to the principal, (this was a girl, the teacher had said she was dumb because she was a girl, and she would do bad in this subject, it was a male dominant class). THe principal said she had to deal with it or quit, they couldn't find a new teacher.
FYI, she continued, and she did pretty well.. My point is, a good teacher in a subject where it's hard to find teachers wont get fired for being sharp in the mouth. If he give her bad grades only becasue she's a girl, or something like that, yeah then he have problems. Also, remember this is 40 50~ years ago..
But I know it's like this today aswell. It's really hard to find teachers at all, and for some special subjects it's even harder. The school can't afford cutting an entire class just becasue one student have a hard time.
