I don't think it's actually legal more like not on the books as illegal if something isn't a problem why make a law against it. The real question is what was going on in the other 27 states where they actually had to address this problem.

So what, it still means you can fuck a horse in 23 states.

What I meant was if no one is fucking horses why make a law against it. It's not like the legislature in lets say Nebraska gets bored one day and some guy goes "hey I got an Idea lets make a law against horse rape." It probably happens when some people start complaining about some guy raping horses and since it isn't a crime they make it one and the next time he is caught they throw his ass in jail.
