It's a bit weird to explain to someone who doesn't frequent Tumblr, but a lot of the time, people will say things directly relevant to the post in their reply, but in the tags, write down other thoughts.

Much of the time, these thoughts in the tags are really fucking funny or ridiculous, but they don't show up in the whole post, so people will copy and paste the last tags and to point them out?
