You can look at the Stormcloaks as today's Japan.

If you're a foreigner, you might be greeted weirdly, people might keep their distance, but if you adapt to their society and culture and learn their ways, then you'll be fine. Just like Nirayne. She says herself that it's the Dunmer's own fault for being true proud of themselves, and not adapting to the Nordic way, which makes people distrust them.

"It was difficult at first (living in Windhelm). The Nords of this city are, at best, suspicious of outsiders. But in time I made the right friends and proved myself useful enough that they don't give me trouble anymore. The Dunmer are too proud and naive to see the way things truly are, and so they continue to dwell in that slum."
