Women are aware of the fact that men look at and enjoy their bodies. When a woman dresses provocatively, she is either looking for power (my cousin is like this, she says it makes her smirk at all the guys 'oogling' her), or it has to do with her self-confidence. If a girl has low confidence she resorts to seeking attention from men to make herself feel better, unfortunately this is done in an unhealthy way, since dressing up their bodies, and comparing themselves to standards lowers their respect for their own bodies, which ultimately lowers their self-esteem, even if guys are giving them attention.

It's up to you how you want to take that information. I've always advised my guy friends to aim for girls who don't well, you know, flash them with each step. Because it either means she has low self-esteem and will fare questionably in an intimate relationship. Or it means she craves power and control over men, which although I know some guys like to wrestle with those types, but sometimes it also suggests that if she is willing to exploit her body to make herself feel good, she may be willing to do other things, such as cheat or lie.
