You need a hook to catch a fish. It so happens that the hook is made out of metal. Most magnets are metal. So in the concept of an Electromagnetic Fishing Rod, the hook would be made out of a metal with magnetic properties and the rod would have an electrical current running through the air and water acting like a line for said hook.

In theory it would make it 'wireless' but the current going into the water would more then likely kill the fish and hurt you or others in the water at the time.

probably not, the current wouldn't have to be exposed to water as it only needs to travel around the magnet to induce the magnetic field which can act through barriers. It wouldn't be much trouble to put the entire setup in an airtight assembly.
