My guess is that they said something about it being 16.557 because they don't know that Europeans use a point instead of a comma in numbers.

Amerifag here. Preparing for red thumbs, but here is my reasoning. When you stop a sentence full halt, you put a period. Like that. But when you want to continue a sentence, you put a comma, like that. So when you express a number, do you put full stops between each set of three? And when you are going to express partials, would you not fully stop the whole numbers?
TL,DR: I don't know what the **** is going on.

You put commas between each set of 3. Although I've never heard of partials, it's probably just a different way of saying something but I dunno.

In some latin American countries, maybe all use points instead of commas but for decimal numbers they use commas such as 12,7 instead of 12.7
