Jumpeon is a joke that was made by the pokemon community, but most of these are fan made so I don't know why they didn't add Jumpeon

For lifteon you have to grow level 37 and makes him play call of duty, after he fucks your mom he'll turn into a Lifteon.

It's likely that if they were ever to add another eeveeloution it would only be dragon due to all the other special types before the physical/special split having eveveeloutions while no physical type has one.
