These people are called "liars". Condoms come in various sizes, up to Magnum size which is about the size of a Coca Cola bottle. If you are larger than that you have lost at life, and probably won't be able to have sex anyway.

I have trouble using condoms. Mostly because I have a condition, which prevents my foreskin from pulling further back than the head, and barely that.

This makes the condom uncomfortable, and has more than once made sex more painful than pleasant.

it's not that they're too small it's that they're tight around base.
then again I get free condoms, so I don't care about a little tightness if anything it feels better.
