I went to a community collage for two years and buying the textbooks were optional since all of the textbooks were on the website for free... why can't major universities do that too?

Well, in the case of my lovely college, it's because the technical manuals are constantly being updated. Which means the college would have to mass license a new text for downloading every two or so years.
By making us purchase and repurchase, they save themselves a load of cash.
