The first one actually looks like Ian Holm.  And I've  never seen Rankin Bass' versions but the animation is freaky as ****, all the hobbits look like obese monkeys.

The Hobbit game was so ******* fun.
Trying to sneak around Smaug and avoiding stepping in his massive gold piles thus causing him to wake up and fire your **** was so damn awesome.

I'm pretty sure there was one more animated version lord the rings, around 90 minutes or so that was played on cartoon network between 2003 and 2008

I think that's the one from '78 you're thinking of, directed by Ralph Bakshi, I don't know if they would play that on CN, I know they played the Hobbit though.

I only caught the tail end of it when frodo and golom fought, it was only 40-90 minutes I think as well

It might be the Rankin-Bass one then, that one covered Return of the King, and Bakshi only went to Two Towers
