What the shit? When I played Grand Theft Auto Liberty City, I used the "Cars Float on Water" cheat and explored a new part of the island. Instead of cops chasing me, I was able to commit any crime without getting in trouble. I thought I just glitched out the programming or something. I could also not get hurt, so it was fun.
