Photoshop -> Cut out the eyes and mouth -> Use the clone tool to fix up the area where the eyes and mouth used to be -> CTRL+T on the layer(s) you want to resize -> resize 50% -> Use a soft eraser brush around the sharp edges and you're done. (Well, that's how I did it at least... :)
