The black guy is an FBI agent, who was possessed and shot the Sheriff who believed Sam and Dean (main characters who hunt all things monster) and was going to help them. They then exorcised the demon and this is what he said afterward, so Dean (white guy) says the deputy line, making it a joke about Bob Marley's song.

The black guy was possessed by a demon I believe it was, which killed the sheriff. Dean over here is a hunter of all supernatural beings, so when he investigated the odd murder of mr. sheriff over here, he couldn't believe he had killed the sheriff.
