its meant to say a dog ages in a way that would be similar to us if we multiplied each of our years by 7. so a 10 year old dog would be similar to a 70 year old human in his dog - lifespan. Or you could look at it this way: For every 1 year a human ages, a dog ages the equivalent of 7 years.
21 years and a human is fully grown. 3 years and a dog is fully grown.
