The whole reason of the top down, 3 separate lights is so that color blind people can tell what which is stop, go and caution, this defeats that purpose.

Simple systems work better. Adding this much complexity would mean more maintenance, in addition to reducing the reliability of traffic lights. They don't need to look pretty, they just need to work.

they cant do that for a few reasons, one is so color blind people can drive based on what light is on top, and two the lights arent on a ridgid timer, they cange depending on traffic, this thing would have to constantly slow down or speed up depending on what traffic is like

Also most American lights do not rely on a timed system, they rely on sensors to see if cars are still passing through intersections.

You cannot put a visible timer on a traffic light because the light is not any color for a set amount of time. Let me explain. Traffic lights are designed to adjust their timing based on the ammount of traffic going in either direction. They have sensors that detect if there are no cars on one side of the intersection, and they react accordingly. They also do traffic studies where they count the number of cars on a road at certain times of day. There is an elaborate science to it. It is much more complex than just a silly timer.

This would mean color blind people would no longer be able to read the traffic light. Color blind people are allowed to drive because they know top is red and bottom is green. Bad idea.
