This works in static or silence, and it doesn't have to be a red light. Basically, prolonged exposure to absolute nothingness ie. your open eyes aren't picking up any new information, literally bores your brain. Your brain then starts making shit up in front of you in frustration that no inputs are being provided. Ergo, hallucinations.
