Depends on the law system. In most of the European countries what you said is only partly true. In Germany or France for instance you will buy a part of the street as the well in most of the cases. This gives you duties tho, you are not allowed to tak tolls or block the street / build anything there.
This does not hold for highways afaik, but bikes are not allowed there.
