Life Alert is an activate-able button that allows you to contact people in the event of an emergency, like if you're old and you've fallen and are unable to get up (which elderly folk have died from). The old lady is using it to screw with the on-call emergency services on the other end by calling them and, instead of having an actual emergency plays a lame joke 'Is your refrigerator running?'
