They didn't invent the wheel because there were no animals to pull carts with. They didn't have bulls or horses. All they had was llamas.
Besides, most civilization didn't invent the wheel, they just copied what the others had when they traded with them. The wheel was first invented in Sumer around 3500 BC, and every other civilization that traded with them just copied off their design. That's how all of the old world civilizations had the wheel. There were no one to trade with the new world, so they never saw it.
