Yup, I can relate to that! that tap looks like a MOEN pressure-balance single lever turnstyle tap with an acrylic handle. Those were notorious for not working properly. what you should do is replace the cartridge inside the tap(MOEN replaces them for free). they get gunked up with hard water deposits and water scale(minerals). try installing a water softener in your home if you haven't already.
