No.

If that were the case, then why are there so many kind and passionate atheists? Not saying they're ALL good, but I have met a good number of atheists that are just as nice as someone who's religious. They just don't need any promises of heaven to give them incentive.

Earthly good? maybe. Heavenly good? not even close. To be Heavenly good you would have to not have any desire to sin so humans lack the ability to be truly good.
