Because it was in 1999, and Pokémon had just hit the mainstream.  No adult smart enough to know and to study the material necessary to reach the end of the show would have been investing their time in children's electronic entertainment.   
I'm surprised he didn't have more LOTR knowhow, though.  I think that's why this reaches most people... the answer wasn't "Pumbloom" or something that nobody who hadn't played the series would have been able to guess.  It was another very popular culture icon.
