Okay I don't pretend to be an expert so I could be way off. Since I believe this tank is a modern tank, I believe that that is some sort of mounted range finding equipment. The Abrams tanks have these or some advanced variant of these. They can tell distance to targets, factors affecting the trajectory of the shell, and predict the actual path of the shot ensuring a hit every time. While I can't be sure, I think that the mounted equipment is meant to ensure accuracy of fire over long distance over possibly hilly terrain.
