Actually, contrary to popular belief. Whales actually did start off on land (Most likely from Dinosaurs) So at one point it is highly possible that they did have four legs. Maybe you should read the book for it could mention something about this. Cheers :), have a nice day.

It's obvious they had four legs if you examine the skeleton, which shows a hip bone and vestigial legs.
