Actually, contrary to popular belief. Whales actually did start off on land (Most likely from Dinosaurs) So at one point it is highly possible that they did have four legs. Maybe you should read the book for it could mention something about this. Cheers :), have a nice day.

Whales and orcas do in fact have hip bones. This suggests that whales and orcas are evolved forms of ancient mammals that used to walk the earth.

maybe its reference to the siberian Yipuk people who believe that Orca's (killer whales) turned into wolves in the winter, and back to their orca form in summer, and helped them hunt walrus'
