That won't work either. People born with disabilities (Mental or otherwise) have been known to have children without disabilities, and vice versa.

So you would have to sterilize anyone who may be carrying a defective gene. Sterilizing everyone with a disability won't do anything, as it would take generations to find everyone with the right/wrong genetic code.
