JK Rowling answered this once, it had something to do when the wizarding world became secret from the non magic world they wanted to go at there own pace. since they had magic they were able to solve many of there problems and didnt have the need for more advanced technology. since they could protect themselves with spells and fly with brooms they dont need fire arms and cars.
