Well you see when a boy ice cube likes a girl ice cube....
Water freezes on the surface around the outside, leaving an unfrozen hole in the centre. As the inside freezes and expands, it pushes up through the hole, forming a cone-shaped spike. The purer the water, the more likely it is to occur. It happens most with distilled water, even when there's nothing overhead to drip, disproving the "stalactite" theory someone mentioned below.
