its probably just drain dye, a powder that you chuck in a blocked drain to see if any water is flowing through it and to identify which leg a blockage is down. me and my dad use it a lot (drainage contractors). he told me when he was younger he spilled about 1kg into a manhole and it lead to a stream... i wonder if that was his handy work haha

It's either glycol (antifreeze) or flourinol (dunno if that is spelled right)
I have also heard it called luminol.
Someone poured a **** ton of it in a stream somewhere, turned the stream green for days. Cool pics.
