It's a terrible pokemon in terms of stats and usefulness in-game as well so I suggest you get a better poison type. Unless you like fucking with stockpile and having one good STAB attack..

I think Trubbish is the pre evolution to it, but it's definitely fifth gen. I'm not completely sure on the name if I'm right.

They was aiming to create the ultimate pokemon pretty much like what they did with mewtwo

They used an Eevee for another experiment that it would be able to switch forms to adapt to whatever it was fighting but since the Eevee was weak it was unable to control itself and Team rocket pretty much just left it for dead due to it being a failed experiment.

On the bright side Red manages to recuse it and Eevee later masters its unique ability becoming the most badass pokemon on reds team
