To answer your laptop question, fold the FN bottom and the ALT button then type k k u, see the tiny tiny numbers at the bottom right corner of those letters? You're welcome.

All computers have this function try holding FN and ALT and then using the regular numbers, if that doesn't work I honestly don't know what to tell you. Also make sure both ALT and FN are both being held down. Also, I edited your picture just to erase any possible doubt.

This is truly perplexing, every computer has that function, or at least should, maybe DELL is like that one cousin everyone has, they seem normal at first, then you start to realize they aren't as developed as their counterparts.

I figured out a solution to your problem. Unfortunately it requires money, If you buy a USB numeric keypad, the ALT commands will work like on a desktop computer.

Just open Character Map in Windows, there are a whole lot of letters and signs and shit.
Here's an example " ₧₣₪₮₯"
I don't know what it means though..

Go to start and type in osk
The onscreen keyboard has a numpad
