What I don't get is...

It looks like a younger Soldier from TF2...
Intel case in the back, the map from plbadwater, the chair from ctf2fort, Soldier's haircut...

But the animation looks like like one of Buzz Lightyear's from one of the Toy Story movies...

You're close - It's the Civilian class if he were in TF2. The model is based off of the Soldier, but the design is from the Team Fortress Classic Civilian.

The animation and quote I'm guessing are supposed to be from J Jonah Jameson from Spiderman, but I'm not entirely sure.

you failed to remember that black isnt a color, black looks the same even if youre colorblind. therefore, you could tell black from other colors.
