not if the lock is hardened. I used to have to take off a lock a day on a cadet base (kids kept losing keys, forgetting combo's, etc.) and hardened locks always sucked, because occasionally they'd shatter into multiple pieces that went flying off everywhere. one got stuck in my arm, and it took me ten minutes of digging to get the damn thing out.

TL;DR? hardened locks shatter when cut with bolt cutters, hard enough to go shooting through skin.
