Which game has the better character model, Oblivion or Skyrim? I personally prefer the Oblivion model, in Skyrim he looks like blind homeless guy.

?? Pretty sure they're same people, at the end of Shivering isles he goes on vacation when you defeat Jygolagg (I can't remember the spelling) so in Skyrim you take him out of his vacation.

Here's how the lore works surrounding Sheogorath.
Originally, there were 16 Daedric Princes; Azura, Boethia, Clavicus Vile, Hermaeus Mora, Hircine, Malacath, Meridia, Mehrunes Dagon, Mephala, Molag Bal, Namira, Nocturnal, Peryite, Sanguine, Vaermina, and Jyggalag. Jyggalag's power (as the Prince of Order) was feared by the other 15, so they placed a curse on him. The curse turned him into the very bane of his existence; Sheogorath, the Prince of Madness. However, they allowed him to become himself again once an era. As Jyggalag, he would start an event called the Greymarch. In this event, the Shivering Isles would be destroyed, and at the end, Jyggalag would turn back into Sheogorath and have to rebuild his own realm. However, at the end of the 3rd Era, Sheogorath (Jyggalag) enlisted a champion (the player character in Oblivion) to stop the cycle by ending the Greymarch before it could destroy the Isles. In stopping the Greymarch. the curse on Jyggalag was lifted, and he would no longer be forced to turn back into Sheogorath. As a reward, Jyggalag gave his champion the title of Prince of Madness, and all the benefits that come with it. The Sheogorath you meet in Skyrim is actually the Champion of Cyrodiil, or the player character in Oblivion.

But...That ruins my theme, I have one character that gets older with every game and then become a vampire in Oblivion meaning he can live for 200 years, you took that away from me. But that is some pretty cool information, but it's a bit risky if you had a female character in Oblivion.

You had your own appearance for a while, eventually you decided that you'd rather look like him and changed yourself.

Well how would you check if He was a She?

It's the easiest and most widely accepted speculation, although Bethesda never actually confirmed it. But if you pay attention to the line Sheogorath says to Pelagius in Skyrim (which I posted in comment 3), he speaks as though he was the player character.
